Background of the Study
Agricultural policies in Nigeria have evolved considerably since colonial times, reflecting shifting priorities from export-oriented cash crops to initiatives aimed at ensuring domestic food security. Early policies focused on commodity production for international markets, often at the expense of local food production. Over time, however, governments have recognized the need to reform agricultural policies to address recurring food shortages and rural poverty (Afolabi, 2023). Reforms have included subsidies for fertilizer and seeds, investment in irrigation, and programs aimed at modernizing farming practices. These historical policies have left a complex legacy that continues to affect food security today. On one hand, investments in agriculture improved production capacity in certain regions; on the other, uneven implementation and market distortions have led to persistent challenges in ensuring affordable, sufficient, and nutritious food for the population (Okeke, 2024).

Food security in Nigeria remains a pressing issue as climate change, population growth, and economic instability exacerbate existing vulnerabilities. Although recent policy efforts have aimed to boost local production and reduce import dependence, the long-term effects of historical policies still hinder comprehensive food security reforms. The interplay between past and current policies has shaped agricultural productivity, market prices, and rural livelihoods, making it essential to evaluate how historical decisions continue to influence food security outcomes (Chinwe, 2025).

Statement of the Problem
Despite reforms, food security in Nigeria is undermined by the lingering effects of historical agricultural policies. A significant problem is that earlier policies, designed to maximize export revenue, left local food production underdeveloped, creating structural imbalances in the agricultural sector (Afolabi, 2023). These imbalances have contributed to recurrent food shortages and price volatility. Moreover, the focus on cash crops has led to inadequate investments in staple food production, which is critical for ensuring domestic food availability. The mismatch between historical policy priorities and current food security needs has resulted in a persistent gap in sustainable agricultural development (Okeke, 2024). In addition, policy incoherence and implementation challenges have compounded these issues, making it difficult for modern reforms to fully overcome the negative legacy of past policies (Chinwe, 2025).

Objectives of the Study

  1. To examine the influence of historical agricultural policies on current food security levels.
  2. To assess the structural challenges in agricultural production stemming from past policy decisions.
  3. To recommend policy interventions that can improve domestic food security.

Research Questions

  1. How have historical agricultural policies affected food production in Nigeria?
  2. What are the main challenges in achieving food security due to past policy legacies?
  3. What policy reforms are necessary to enhance food security?

Research Hypotheses

  1. H₁: Historical emphasis on cash crop production has adversely affected food security.
  2. H₂: Structural imbalances in the agricultural sector are linked to past policy decisions.
  3. H₃: Reforms targeting staple food production will improve overall food security.

Scope and Limitations of the Study
This study focuses on agricultural policy reforms from the colonial period to the present, using historical data, government reports, and food security indices. Limitations include data reliability issues and regional variations in policy impact.

Agricultural Policies: Government initiatives aimed at regulating and promoting agriculture.
Food Security: The state in which all people have reliable access to sufficient, safe, and nutritious food.
Cash Crops: Crops produced for export rather than for local consumption.
